Purpose Determination of the state of residency of students is necessary for a variety of federal and state reporting requirements, for institutional research purposes, and in some cases, for determination of the tuition to be charged to individual students. This policy provides standards for the initial classification of students as state residents or non-residents, determination of appropriate tuition charges, and the procedures to be followed in order to change the state residency status of students. Part 2. Classification as State Residents Students who meet one or more of the following conditions on the date they apply for admission to a state college or university must be classified as residents of Minnesota. Residents of Canada are subject to tax in Canada on their world income income from Canadian and foreign sources. Income from sources outside of Canada can also be taxed in the country where it was earned. You may be able to reduce or eliminate the amount of tax you have to pay on income from other countries if Canada has a tax treaty with them. Some countries want a certificate of residency to prove that a taxpayer is a resident of Canada and entitled to tax treaty benefits on income earned in their country.
These countries will ask that the taxpayer provide the certificate to their tax administration or the payer of the income. The test is applied to a person whether it be an individual, corporation or trust in their own right without reference to the tax liability of others. The CRA does not issue certificates of residency to fiscally transparent entities or other persons not resident in Canada under Canada’s domestic tax laws and its tax treaties.
Certain residents of Canada are exempt from tax based on a specific provision of the Income Tax Act or other Canadian law. If requested, the CRA may issue a certificate to certain persons which certifies their tax exempt status with or without also certifying Canadian tax residency. Make sure your tax returns have been filed and are up to date before you request a certificate of residency. You can ask for a certificate of residency for the current year or for earlier years or future years.

An individual, a corporation, a trust, a non-profit organization, a charity, a Canadian governmental body or other person can get a certificate of residency, as long as they are resident in Canada for income tax purposes. A person that would otherwise be considered resident in Canada can be deemed to be resident in another country and deemed non-resident of Canada by the application of “tie-breaker” rules in a tax treaty with that other country.

Residency Determination has been centralized for the state of North Carolina. Applicants and currently enrolled students who are claiming NC Residency or wish to apply for in-state residency for tuition purposes, are required to go through the North Carolina Residency Determination Service RDS. If you are ready to submit your application prior to completing your RDS determination or receiving your RCN number, you will have the opportunity to enter it later through your applicant portal.
Entering your RCN after submission will not effect your application, but until it is provided, you will be considered an out-of-state applicant. You will need to wait until you have lived in North Carolina for days before applying through the RDS system or you will automatically receive a determination of out-of-state. If you do apply too early, you can log back into your RDS account and Request a Reconsideration once you have met the day requirement.

At the end of specialist training, trainees are assessed before being certified competent to exit as specialists. The SAB has made recommendations for all specialty exit assessments to consist of both a written assessment and a clinical assessment. The written assessment can take the form of multiple choice questions, essays or short answer questions, while the clinical assessment can include clinical case assessments or discussions, and Objective Structured Clinical Examination OSCE stations which can include an oral viva.

As I discussed above, residency is a three-plus year training program in a medical specialty. The first year of training after medical school is called an internship, or more commonly it is called first year of residency or PGY-1 Post-Graduate Year The training that is done after a residency in a subspecialty is usually called a fellowship. Much of what you will learn in your chosen specialty will be learned in your residency. It’s hard to believe that, after 12 years of school, four years of college and four years of medical school, there is still so much to learn.
The first 20 years of school are the foundation and the tools you will need to learn your specialty. During your residency you will learn medicine by caring for patients with a variety of diseases. The more patients you care for, and the more disease and variations of disease that you see and treat, the more proficient you will become.
The knowledge obtained from patient care is supplemented with lectures and conferences. There are so many different residencies, but generally the first year of residency internship or PGY-1 is spent either rotating through different specialties or rotating to different areas within one specialty. After the first year, much more emphasis is placed on your own specialty.
